Name the outcomes
Choose a short list of business outcomes such as manager operating standards, a compensation framework, employee-relations consistency, or a workforce plan. Avoid a scope that simply says ‘all HR.’
Define access and authority
Specify executive access, meeting cadence, confidential information access, approval limits, and who communicates decisions. The fractional leader needs enough context to exercise judgment.
Plan the operating layer
Decide who handles tickets, payroll changes, recruiting coordination, and documentation between leadership sessions. Pairing strategic leadership with reliable operations is often the difference between advice and progress.
