What a PEO actually costs at your headcount.
You have a spreadsheet with your census in it and three vendors who each sent a different number. The fee is the part everyone quotes and the part that decides the least. This calculator models the published administrative rates at your real headcount, sizes the employer taxes that exist either way, and refuses to invent a savings percentage for anyone.
Stay the sole employer: payroll software
You keep the employer relationship, the benefits plans, and the compliance work. These are administrative fees only, verified October 15, 2026.
| Plan | Base / month | Per employee / month | Your cost / month | Your cost / year |
|---|---|---|---|---|
| GustoSimple | $49 | $6.00 | $259 | $3,108 |
| QuickBooks Workforce PayrollFull-service payroll | $88 | $7.00 | $333 | $3,996 |
| JustworksPayroll | $50 | $8.00 | $330 | $3,960 |
Lowest published payroll cost at 35 employees: $259 per month with Gusto Simple.
Co-employment: PEO plans with published pricing
Only Justworks publishes a PEO rate card. Every other national PEO quotes custom, so none of them appear in this table.
| Plan | Base / month | Per employee / month | Your cost / month | Your cost / year |
|---|---|---|---|---|
| JustworksPEO Basic | None | $79.00 | $2,765 | $33,180 |
| JustworksPEO Plus | None | $124.00 | $4,340 | $52,080 |
Lowest published PEO cost at 35 employees: $2,765 per month with Justworks PEO Basic. That is $2,506 per month more than the payroll-only option.
Costs that exist either way
Switching models does not create or remove these. What changes is the group you buy through and the rate you get.

The comparison most people skip: one internal hire
A PEO is often compared to nothing. Compare it to an actual alternative cost too.
One Human resources specialist costs about $81,749 per year fully burdened at the federal median wage of $75,940, which is $195 per employee per month at your headcount. That hire takes months to become productive and covers one function. It is not a like-for-like substitute for a PEO, and pretending otherwise is how budgets get approved.
Providers that do not publish pricing
These providers quote per client, because their economics depend on census, states, industry risk class, and plan selections. We will not model a number we cannot source.
- TriNet
- Insperity
- ADP TotalSource
- Paychex PEO
- Rippling (starts at $8 per employee per month plus a base fee; full stack quoted)
How this calculator works
Every rate in the tables above is a provider’s own published figure, re-verified against the provider’s pricing page on October 15, 2026. Only providers that publish a rate appear in the modeled rows. TriNet, Insperity, ADP TotalSource, and Paychex PEO quote per client, so they are listed by name and never priced by us. Inventing a plausible number for a quote-only provider is exactly the kind of figure that makes a comparison page worse than no page.
The employer payroll tax row uses the statutory employer share of FICA, which is the same in every model. The Social Security portion is capped at the 2026 wage base, so it stops growing once an employee passes it. State unemployment insurance is listed but not modeled, because it varies by state and by experience rating, and a co-employment arrangement can move it.
The in-house comparison prices one Human resources specialist at the federal median wage plus employer payroll taxes. It is not a like-for-like substitute for a PEO and it is not meant to be. It exists because “do nothing” is almost never the real alternative, and a PEO compared against nothing always looks expensive.
What the fee does not tell you
A PEO administrative fee buys co-employment, payroll administration, compliance support, and depending on the plan, benefits administration. It does not buy the health premiums, the workers’ compensation, or the payroll taxes. Those exist in both models. What changes is the group you are buying through and the rate you get, and neither of those can be read off a published price list.
Three cost lines still need a written quote before you can compare total employer cost: benefits premiums under the new group, workers’ compensation at your industry class and claims history, and unemployment insurance at your experience rating. Ask for all three in writing during evaluation, not after signing.
Read the exit before the entry. Notice period, data export format and timing, benefit transition, benefit runout, and whether renewal obligations survive termination are all contract terms. Cheap entry pricing with an expensive exit is not cheap.
Where the decision usually turns
Below roughly ten employees, payroll software plus a good advisor usually covers the work, because there is not enough administration or census to justify a co-employment fee. Between about ten and fifty, the answer usually turns on benefits buying power and how much HR work the founder is still absorbing at eleven at night. Past roughly fifty, plan design, employer contribution, and manager-facing service move enough money to justify a full evaluation of a PEO, a senior internal hire, or both together.
That is a starting heuristic, not a rule. A fifty-person company with one office and no benefits strategy has a different problem from a thirty-person company with employees in six states.

Frequently asked questions
How much does a PEO cost per employee?
Where pricing is published, Justworks lists PEO Basic at $79 and PEO Plus at $124 per employee per month, administrative fees only, verified October 15, 2026. Most national PEOs, including TriNet, Insperity, and ADP TotalSource, quote custom proposals because pricing depends on census, states, industry risk class, and plan selections.
Is a PEO cheaper than payroll software?
It is a different cost structure, not automatically a cheaper one. Payroll software costs a base fee plus a small per-employee fee and leaves you the employer. A PEO adds a much larger per-employee fee and takes on co-employment, benefits administration, and compliance support. Model both at your real headcount, then add the premiums and workers' compensation quotes neither side can publish.
Why does this calculator not show a savings percentage?
Because no provider savings claim is verifiable. Savings depend on your census, your state footprint, your industry risk class, your current broker rates, and your renewal timing. A calculator that produced a percentage would be inventing one. What this tool does instead is show the administrative fee you would actually pay, so you can see the number the fee conversation starts from.
Does the calculator use my data?
No. Every calculation runs in your browser. Nothing you type is transmitted, stored, or used for analytics.
